Inigo A. Javier (Founder) - Candelarians who knew Mr. Inigo Javier well associate his name with education. He was the moving spirit behind the Tayabas Western Academy, The Batangas Eastern Academy in San Juan, Batangas, the Sariaya Standard High School, and the Oriental Institute of Technology of the Philippines in Paco, Manila, and the Peninsula High School in San Narciso, Quezon.
Mr. Javier received his primary education in Candelaria, the highest learning level available in the municipality then. He went to Sariaya, Quezon to complete the intermediate grades. After graduation from the elementary, he went to Lucena to study at the Tayabas Provincial High School. He finished his secondary education at the YMCA High School in Manila.
He was employed as a public school teacher in Candelaria after finishing high school. But egged by the proverbial itch for the “greener pasture,” he went to Tagkawayan, Quezon (then Tayabas) to try his hands on agriculture.
The call of educational service beckoned to him once more. He returned to Candelaria and established the Tayabas Western Academy in 1928 with Mr. Vicente Villar of Lopez. Mr. Javier was designated the first principal and director of the school.
Honorio Montecillo started as a classroom teacher in Macampong Elementary School in San Pablo, Laguna. Noting his potentials, the principal teacher of the municipality moved him to San Pablo Elementary School. Later, he became the principal teacher of Liliw, Laguna.
In 1920, he brought his family to Candelaria where he engaged in copra business. A copra magnate of the town offered him the position of treasurer, and in this position he learned the basics of business administration.
He later became the school director of the Tayabas Western Academy in 1932.
Mr. Montecillo was known for being a good disciplinarian. He is renowned for his leading a life based on time-honored adages. A few of which are, “Cleanliness is next to Godliness, A place for everything and everything in its proper place, Huwag mong kakailanganin ang di mo kayang bilhin at huwag mong bibilhin ang di mo kakailanganin.”
Punctuality is one of his most important legacies that the students and employees of Tayabas Western Academy religiously practice to this day.
Judge Severino B. de Gala is one of the recognized pillars of the Tayabas Western Academy during the school’s struggling years. As the Chairman of the Board of Trustees at that that time, he worked hand-in-hand with Honorio Montecillo to ensure that a standard of the school is at par with the existing schools then in the province.
Judge de Gala was a veteran of the Philippine Revolution against Spain, and the United States of America, with the rank of Comandante (equivalent to today’s Armed Forces of the Philippines rank of major). He was appointed Justice of the Peace of the Municipality of Dolores, Tayabas (now Quezon) – on October 11, 1911 by the Governor General William Cameron Forbes. Later, he was transferred to Candelaria to occupy the same position until 1946.
As an active mason, he attained the highest degree of freemasonry. He had been elected as the first president of the Parent-Teacher Association (PTA) of Candelaria Elementary School, a position he help until 1940.
Also very active in socio-civic organizations, he served as adviser and/or member of the following: Diwa’t Bisig ng Kabataan, Benedictus Club, and both in the local and provincial council of the Boy Scouts of the Philippines.
